In recent years, the role of technical standards in international trade and economic development of various countries has become increasingly prominent. The World Trade Organization (WTO) has promoted the standard to the position of the international trade game rules through the signing of the Technical Barriers to Trade Agreement (TBT). The standard has become the basic document necessary for the signing of the contract between the supplier and the demander in the international trade, so that the standard has The more important attribute-trade attribute. Developed countries have used technical standards, especially those related to national, personal, property, and environmental safety, to strengthen their economic and technological competitive position in international affairs, weaken the cost advantages of developing countries, and make domestic enterprises face severe challenges. Challenges.

According to the person in charge of the National Standardization Management Committee, my country's standardization level is 30 years behind that of developed countries, and the situation where standards in high-tech and other fields are controlled by others has not been fundamentally changed. At present, Chinese enterprises have not established the awareness of "standards are also productivity". For the formulation of standards, the competent authorities are often enthusiastic and enterprises are indifferent. However, it is undeniable that to a certain extent, standards have become the commanding heights of marketing. Whoever owns the standards can own the market. Therefore, whether from the perspective of the development of the national economy or from the perspective of the development of the enterprise itself, it is urgent to improve the standard productivity.

There are three major problems in construction machinery standards

The 2006 work report of the China Construction Machinery Industry Association pointed out that the current my country construction machinery standards have three problems: the standard system is not scientific and complete, the standards are not updated in time, and the effectiveness, market adaptability and service capabilities need to be improved. The report believes that the current overall standard system of the construction machinery industry is not scientific and complete, and the planned economy is still relatively strong, and there is a big gap between the content of the internationally accepted standard system. Standards related to safety and environmental protection are seriously inadequate. Standard updates and revisions are not timely. The content of many standards is outdated. The content of new technologies is rarely reflected. About 75% of self-use standards are old standards that were formulated before 2000 and should be revised. , The standard lagging product development situation is more serious. In addition, the effectiveness of standards, market adaptability and service capabilities need to be improved.

Experts pointed out that construction machinery product standards play an important role in ensuring product safety and user safety, guiding product development, encouraging the development of high-tech products, or eliminating backward products. At the same time, it is also the basis for scientific industry management and the establishment of technical barriers to imported products. Therefore, standards play a pivotal role in the development of the industry.

In response to the problems of the construction machinery industry standards, the China Construction Machinery Industry Association proposed that the entire construction machinery industry will pay more attention to standard work, especially large backbone enterprises. As the main force of standard work, they should be equipped with stable and competent full-time standard staff.

Where is the standard deviation of domestic construction machinery

According to industry insiders, compared with developed countries, there are currently five gaps in the standardization of construction machinery products in my country. (1) Insufficient understanding of the importance of technical regulations and unclear positioning. The current technical regulations have not formed a system, and there are problems of management confusion and low transparency. They believe that mandatory standards are technical regulations, which confuse the concepts of administrative regulations and technical documents. (2) The recommended standards do not adopt international standards. According to the principle of national treatment, imported products should also enjoy the same treatment as domestic products. Differences in standards lead to differences in product quality, which will inevitably have an impact on domestic industries. (3) The non-selectivity of conformity assessment agencies, the internal and external differences in certification fees, and the lack of relevant information violate the principles of national treatment, the principle of no trade barriers, and the principle of transparency. According to China's WTO commitments, the choice of certification body should be decided by the applicant. The certification mark, fees, acceptance period and procedures should be unified, and the choice of certification body has nothing to do with the place of production. (4) It is believed that international standards are not advanced. In fact, international standards are rules recognized by the WTO, and their universality in the international context is their irreplaceable advancement. Most of the international standards are method standards, terminology standards and safety standards. Although these safety performance indicators are not as easy to determine as product performance indicators, in fact the international standard safety performance indicators are very high.

For example, the current revised standards for earth-moving machinery put forward requirements and test methods for driver's vision, driver's cab environment, driver's safety protection device and accident prevention device. In the research process of standard projects, the use of digital functional prototypes for testing has become a necessary means. For example, in the project of "Tipping Protection Structure of Small Excavators—Laboratory Tests and Performance Requirements", in order to determine the test load, an excavator model was established using virtual prototype software ADAMS and finite element software ANSYS, and the actual risks were simulated. Load parameters under different working conditions. (5) It is believed that China needs to independently establish a set of product standards with "Chinese characteristics" and that this is the correct way to establish so-called "rule barriers." Such an understanding is actually very dangerous. To participate in economic globalization in accordance with WTO rules, China's original industrial structure, product structure, and even the system will inevitably undergo major changes. Studying the development trends of international standards and foreign advanced standards, tracking and surpassing international standards and foreign advanced standards has become an inevitable requirement for China to develop social productivity under the new situation. User needs determine engineering machinery product standards

According to experts, in a customer-centric market economy environment, companies will directly develop and produce products based on market demand, user contracts and technical agreements, and government regulations. In this case, the standard is a problem that requires "help rather than a complete solution." Therefore, in product design, first of all, there should be a complete description of the performance parameters of the whole machine, such as the weight of the whole machine, the power of the engine, the size of the working range, the walking speed, etc. This is called the whole machine specification; Viewed in the same file as the parts, it can be inspected according to the method of parts inspection. The process inspection card or inspection procedure is used to inspect the whole machine, which is based on the specification requirements of the whole machine in the product general drawing.

In addition, the user conformity assessment of the product involves many steps. First, the user should determine the performance parameters of the purchased machine based on the manufacturer’s product sample and talks with the manufacturer’s sales staff, and then sign the purchase contract with the manufacturer, which is included in the contract and the contract attachment Various parameters and conformity assessment methods of products are stipulated in the technical conditions. The user can self-inspect the final delivered product according to the contract or additional technical documents or entrust a qualified inspection agency to inspect the delivered product; but in general, the user can require the company to make a commitment to the contract and the contract technical conditions. To ensure the delivery quality of products. In fact, the quality issues that users are most concerned about are the reliability and life of the machine. However, reliability and life indicators cannot be directly tested. Users should be clear about the concept: product quality is related to the manufacturer's technical level and quality assurance system, and product quality cannot be controlled by a product standard. To ensure the quality of the purchased products, one should choose from the manufacturer’s reputation, brand, and whether the manufacturer’s quality assurance system is sound and effective. Users can certify the manufacturer's quality assurance system by themselves or by a third party. For the quality problems that occur in the use of the product, the user can file a claim against the manufacturer in accordance with the contract, quality assurance and technical documents.

Experts emphasize that under market economy conditions, technical standards usually have the following uses. (1) As a technical benchmark of technical regulations to regulate goods and services on the market, and to put forward requirements for the safety and environmental protection of construction machinery. (2) In order to better coordinate the mutual interface between the relevant industries, formulate common rules to abide by. (3) Some technical clauses that are frequently used repeatedly in work can be easily cited and simplified technical documents after being formulated into standards. (4) Coordinating work within a large organization, using standard terminology, so that the same narrative means the same meaning without causing misunderstanding. A typical example is the drafting standards of various companies.

Experts emphasize that advanced products should come from user needs, not from standards. After China joined the WTO, our market rules have been gradually adjusted to meet the requirements of internationalization. It is a leap from production according to standards to production according to market demand and then to production according to user requirements. Users are leading this change, manufacturers must keep up with this change, and government departments must adapt to this change.
